Can I transfer funds from someone else's debit card to to my Samsung Cash MasterCard Prepaid Account?

No, you can only add funds from another debit card that is in your name to your Samsung Cash MasterCard Prepaid Account. The name and address on the debit card must match the name on your Samsung Cash MasterCard Prepaid Account .
