Can I send money via Online Transfer to someone who is not in my phone contacts?

Yes. In addition to your synced contact list, you can send money to someone by manually entering their phone number in the Online Transfer search field and tapping Send. The phone number entered must match the one registered with the recipient's Samsung Cash account for the transfer to be completed.
